DSE and the SILC

This course examines how the Designated State Entity (DSE) and Statewide Independent Living Council (SILC) can build a respectful, effective relationship while maintaining their distinct roles and the SILC’s independence. Participants will explore the DSE’s role as a non-voting ex officio member, key financial responsibilities, and appropriate support related to staffing, funding agreements, council appointments, and the SILC Resource Plan. The course also clarifies the difference between the SILC Resource Plan and operating budget and helps participants recognize when DSE actions provide appropriate support, and when they may interfere with SILC independence and autonomy.
